For twenty years, Anne was unable to obtain permanent housing due to mental illness, substance abuse and limited income. She began receiving daily services from A Place to Start (APTS), VSH's new "housing first" program. She now maintains an apartment and is continuing her journey of recovery.

South Bay Apartments

South Bay Apartments South Bay Apartments, sixty supportive studio apartments for formerly homeless single adults, is located in Portsmouth, Virginia. Virginia Supportive Housing developed the third permanent supportive housing development for homeless adults in South Hampton Roads. Each of the sixty studio apartments has about 380 square feet and includes a bed, dresser, table, chair, kitchenette, and full bathroom. Six of the units are completely accessible.

The localities of Portsmouth, Norfolk, Virginia Beach, and Chesapeake provided funding and rental subsidies, and the Portsmouth Redevelopment and Housing Authority donated the land. Additional funding sources included the syndication of Low Income Housing Tax Credits, loans from the Virginia Department of Housing and Community Development and Virginia Housing Development Authority, and grants from private foundations. Total development costs were approximately $6.9 million.

Tenants pay 30% of their income as rent, with a minimum rent payment of $50 per month. Support services are available to help tenants remaining in permanent housing; increasing their skills and income and achieving greater self-determination.
