Due to his paranoia, Jeff was homeless for 4 years. He would stay in a shelter or find a secluded spot to sleep, preferably a car. During the day Jeff would look for odd jobs to earn some extra cash. After participating in the A Place To Start (APTS), Jeff is now housed permanently in his own apartment.

James River

James River Apartments is a model supportive housing residence for individuals with physical disabilities. The fourteen units, located on two sites in Richmond, help tenants achieve maximum levels of independence through affordable, fully accessible apartments. Development funding sources include HUD's Section 811 Program, loans from the Virginia Department of Housing and Community Development and grants from private foundations.

All too often, individuals with physical disabilities are unable to afford an accessible apartment, even when they have the necessary independent living skills to be on their own. Many individuals on disability have approximately $600 in monthly disability income and cannot afford market rent, which is $705 per month for a one-bedroom unit in Richmond.

Tenants pay 30% of their income with a minimum of $50 per month. The remaining rent is subsidized by the U. S. Department of Housing and Urban Development and Section 811 Program. Support services are available to help tenants remaining in permanent housing, increasing their skills and income and achieving greater self determination.
