Due to his paranoia, Jeff was homeless for 4 years. He would stay in a shelter or find a secluded spot to sleep, preferably a car. During the day Jeff would look for odd jobs to earn some extra cash. After participating in the A Place To Start (APTS), Jeff is now housed permanently in his own apartment.

With the adaptive reuse of the College Park Skating Rink in 2008, Virginia Supportive Housing created Cloverleaf Apartments, the second permanent supportive housing development for homeless adults in the region, the first to be certified by EarthCraft of Virginia for energy and resource efficiency. The localities of Norfolk, Virginia Beach, Portsmouth, and Chesapeake provided funding and rental subsidies. Based on each locality's contribution, forty-two units are reserved for homeless adults from Virginia Beach, twelve from Norfolk, four from Portsmouth and two from Chesapeake.

Total development costs were $7 million. Additional funding sources include the syndication of Low Income Housing Tax Credits, loans from the Virginia Department of Housing and Community Development and Virginia Housing Development Authority, and grants from private foundations. Rental subsidies have been provided by the HUD Section 8 Moderate Rehabilitation Program and the Housing Choice Voucher Program. The HUD rental subsidy will pay the balance of the monthly rent (all utilities are included). Tenants pay 30% of their income as rent, with a minimum rent payment of $50 per month. Support services are available to help tenants remaining in permanent housing; increasing their skills and income and achieving greater self-determination.
