Shelter Plus Care (S+C)
S+C is a federally funded HUD program that provides rental subsidies and necessary supports to
those who are formally homeless with a disability (mental health, substance abuse, and/or AIDS). The program
is currently at capacity, serving 130 individuals and many family members.
Who qualifies for S+C?
To qualify for S+C services, the client must meet the following criteria:
- Be at least 18 years of age
- Be homeless
- Be disabled - specifically Serious Mental Illness, Chronic Substance Abuse, and/or AIDS
- Be receiving long-term case management services from a partner agency

- Chesterfield Mental Health
- CARITAS
- Henrico Mental Health
- Home Again
- Freedom House
- OAR
- Richmond Behavioral Health Authority
How does someone become a part of S+C?
Each partner agency maintains there own waiting list process. All clients are referred directly from their partner agency.
VSH does not maintain any waiting lists or handle the selection of program participants. Interested parties are encouraged to
contact their case manager at their provider agency.
The Housing Resource Center (HRC)
The HRC is currently "in development". More information will be available soon.
A Place to Start (APTS)
APTS is a regional, collaborative program that will serve individuals experiencing chronic homelessness and serious mental
illness. Virginia Supportive Housing (VSH) will serve as the lead agency and provide the housing services for this program.
Chesterfield County Community Service Board (CSB) will hire the Intensive Community Treatment (ICT) team that will be jointly
supervised by Chesterfield CSB and VSH. Housing and services will be supplemented by the comprehensive health and dental services
of the Daily Planet.
This program is a based on the Pathways to Housing Program in New York City. This "housing first" model wraps intensive mental
health services around those who have an extensive history of homelessness.
