One (1) part-time Peer Specialist in South Hampton Roads
One (1) part-time Peer Specialist in Richmond
As part of the Permanent Supportive Housing (PSH) support services team, the Peer Specialist provides peer counseling; serves as a consumer advocate; carries out rehabilitation and support functions; promotes recovery from substance abuse and/or mental health conditions; promotes employment, education, health, and community integration; and serves as a role model for personal recovery. The PSH services team assists formerly homeless individuals, including individuals with substance abuse disorders, mental health conditions, and HIV/AIDS to maintain housing and achieve their personal goals. Services are provided in permanent supportive housing sites that are owned and operated by VSH.
Qualifications: Ability to provide peer counseling from the perspective of a person who has received mental health services is required. Personal experience with homelessness strongly preferred. Associates degree in human services and at least one year of experience providing mental health services is preferred. Must be eligible to become a Qualified Paraprofessional in Mental Health as defined by the Virginia Department of Behavioral Health and Developmental Services (VBHDS). Click here for a full description of these requirements. Good oral and written communication skills. Must have a valid Virginia driver’s license and the ability to meet VSH’s driving requirements. For Richmond Position: Certification as a WRAP (Wellness Recovery Action Plan) Facilitator is required.
Part-Time Compensation: $12.00 - $16.80/hr, commensurate with experience. Approximately 20 hours/week. No benefits. Sick leave accrues after 12 months of service.

Case Manager – South Hampton Roads
Join our growing social services team in South Hampton Roads! The position provides case management services to homeless and formerly homeless single adults to assist with securing and maintaining permanent housing.
The successful candidate will have knowledge, skills, and experience in providing community-based services including:
- At least one year of experience with individuals with serious mental illness and/or substance abuse disorders providing case management services.
- Understanding and application of state-of-the-art interventions and service delivery concepts for individuals who have experienced homelessness including permanent supportive housing, peer support, and recovery.
- Knowledge of community resources for low income and disabled individuals.
A degree in human services plus at least one year of mental health experience required. Competitive salary, commensurate with experience. Full health and retirement benefits.

Night Monitor (Richmond)
General Statement of Duties: The On-Site Monitor is responsible for the security of the building between 12:00 midnight and 8:00 a.m seven days a week with one weekend off per month. The On-Site Monitor reports to the Director of Property Management.
Specific Duties and Responsibilities:
- Monitor security throughout the building.
- Respond to all confrontational and emergency situations from midnight to 8 a.m.
- Respond to resident’s need to access building in event of lock out.
- Prepare written incident reports.
- Meet with Director of Property Management and any resident who violates policy during the overnight hours on an as need basis.
- Attend staff meetings and agency annual staff retreat.
- Pull all trashcans to the curb on trash day (New Clay House & South Richmond)
- At Bliley Manor and Independence House conduct monthly unit inspections with support services staff
- Other duties as assigned by the Director of Property Management.
Qualifications: Ability to get along well with others. Excellent skills in conflict resolution. Ability to handle emergency situations. Good oral communications skills.

One (1) Full-Time Regional Property Manager (Richmond)
General Statement of Duties: The Regional Property Manager is responsible for the supervision of all activities related to the Properties assigned in a specific geographic area. He/She will provide for the property management of the VSH housing communities to include the physical property as well as the financial soundness of the site(s) operation. The Regional Property Manager is also part of the Management Team wherein residential supportive services staff and property management staff work together to ensure a safe and secure environment for all residents while helping individual residents to stay successfully housed and become more independent and self-sufficient. The Regional Property Manager supervises Property Site Managers and reports to the Director of Property Management.
Specific Duties and Responsibilities:
- Responsible for the financial management of designated properties.
- Working with Director of Property Management prepare annual budget for assigned VSH properties and submit same to Deputy Executive Director not later than September 1, for Board approval at the November meeting.
- On a monthly basis monitor actual NOI and take corrective action as necessary and in consultation with the Director of Property Management.
- Working with Director of Property Management, secure annual rent increase from appropriate government entity.
- Review delinquencies and take action to reduce if problems exist, keeping in mind that the goal is to keep our residents housed.
- Recruit, hire, train and terminate all applicable site staff . Training to include annual Fair Housing, CPR and such other training as may be necessary. Develop a safety education program for employees in conjunction with the insurance company covering Worker’s Compensation.
- Ensure site managers, desk staff and maintenance personnel are operating per company policy and procedures.
- Ensure all rental and employment practices comply with federal, state, and local laws. Ensure fair housing practices are implemented and followed. If property is a HUD or LIHTC property, ensure it is operated in compliance with all HUD and LIHTC guidelines.
- Ensure that property staff are implementing the maintenance program for each assigned property including compliance with established Preventive Maintenance Schedule.
- Ensure maintenance requests and apartment preparations are being handled per company procedures.
- Serve as regional purchasing agent and review and approve all non- budgeted operational expenses.
- Ensure purchasing and approved vendors list are being used per company procedures and that all accounts payable are paid in a timely manner.
- Obtain necessary bids for any contract work. Make recommendation to Director of Property Management as to which contract to accept.
- Inspect all VSH properties monthly to ensure cleanliness, safety and high quality maintenance as well as accurate and well-organized tenant files.
- Assist the Director of Property Management in completion of quarterly management reviews of all properties assigned.
- Assist the Director of Property Management in preparations for all desk and physical audits by government entities, regulators, funders, and partners.
- Work in a coordinated effort with the other divisions in regards to: public inquiries, tours, volunteer activities, new development planning, and residential services program planning and implementation.
- Other duties as assigned by the Director of Property Management.
- College degree preferred; high school diploma or equivalent and not less than five years of prior residential property management experience required.
- Experience with Section 8 and Low Income Housing Tax Credit management essential.
- Certified Property Manager preferred; knowledge of applicable federal and state housing laws required.
- RAM and LIHTC designation preferred or must be working toward the achievement of this goal.
- Good human relation skills demonstrating ability to deal with residents, site personnel, corporate office personnel, property managers, property owners, inspectors, volunteers, peers and supervisors.
- Ability to exercise good judgment and self-control.
- Enthusiasm, good attitude, trustworthiness, personal integrity and honesty.
- Knowledge of computer software programs; in particular, Microsoft Office Word, Excel and Outlook applications, property management software, OneSite conventional and affordable, WCMS or ability to learn these programs.
- Must have valid driver’s license and be able to pass VSH insurance review.
- Must be detailed oriented, able to multi-task and meet deadlines.
Compensation: $45,000 - $60,000 plus full benefits.

Controller
General Statement of Duties: The Controller is responsible for managing the finances of VSH and its affiliates. The CONTROLLER is responsible for all accounting, reporting, contract compliance and oversees management of the accounting office. The position also coordinates the human resource functions, This position is also the staff liason to the Board Finance Committee. The CONTROLLER reports to the Executive Director and advises her/him re financial decisions/condition of the organization.
Specific Duties Responsibilities:
- Oversee the QuickBooks data base for VSH and its subsidiaries, as well as projects that are in development, and sets up new files and financial statements when new projects are developed.
- Supervise finance staff and consulants.
- Track all agency and project income and expenditures and ensure that they are properly coded to appropriate program accounts as requested by funding sources.
- Record, track, and release restricted/designated funds according to GAAP and VSH policy as funds are received and earned as well as other multiple streams of revenue.
- Prepare financial and operational reports as required by funding sources, including government contracts. This includes closing out all Federal, State and local funding contracts. Also prepare financial reports and cash flow forecasts for various programs, grant proposals, finance committee, asset management committee, as well as the full VSH board.
- Oversee all company accounting and financial control practices, including accounting department, preparing budgets, financial reports, tax and audit functions.
Interpret contract documents and implement appropriate financial procedures. - Develop annual budget tied to VSH strategic plan. Present consolidated property budgets to asset management committee for approval, consolidated VSH program budgets to the finance committee, as well as a summary of the approved property budgets for approval, and summarize in report to present to the full VSH board for final approval.
- Participate in the preparation of other programmatic fiscal reports and contract budgets and modifications as required. This includes preparing budgets and key financial documents for submission to solicit grant funding.
- Acquire licenses, maintain appropriate levels of insurance and ensure payments are made in a timely manner as required by local, state and federal laws.
- Supervise all HR functions including payroll processing and communication of information to payroll service.
- Verify correct calculations, preparations and filing of monthly and quarterly federal and state tax deposits and quarterly Federal 941 tax filings by payroll service and approve and process year-end W-2 forms prepared by payroll service.
- Oversee prepartion of year-end 1099 forms, year-end 990 federal tax filing, and work with auditor to ensure all audits are complete on time.
- Direct financial strategy, planning and forecasts, conferring with ED, committees, board, and management team.
- Manage investment opportunities/strategies for the organization, establish/maintain banking relationships as well as lines of credit.
- Study, analyze and report on change in trends, opportunities for expansion and projection of future organizational growth.
- Other duties as assigned.
Qualifications: Degree in Accounting and either a Masters degreee or CPA certification required. At least two years experience with QuickBooks required. Must have at least five years experience in a Controller position. Familiarity with housing/real estate development/property management accounting a plus. Experience with low-income housing tax credit projects/fiscal agent relationships a plus. Ability to make sound financial projections, recommendations and decisions in an uncertain economy. Experience with a non-profit, housing or governmental agency preferred.
Compensation: $70,000 - $90,000
